WASHINGTON — Exactly two months after signing legislation that made Connecticut's gun laws the toughest in the nation, Gov. Dannel P. Malloy identified the tragedy at Sandy Hook as a tipping point in national security similar to the 9/11 attacks during a keynote address Tuesday at the Security Industry Association 's Government summit.
