A jeweler living in Lodi would likely be successful, too.But one living in San Francisco is out of luck. San Francisco very rarely issues permits. In fact, there are only two in a city of 700,000.Getting a concealed weapon permit in California is a roll of the dice, a News-Sentinel investigation has found.
